A Vulnerable Sector Check is provided by your local police department but is the equivalent of Hire Performance’s Enhanced Criminal Record Check service, with the additional search of the pardoned sex offender database.   • Vulnerable Sector Check (VSC)

    Vulnerable Sector Checks (VSC) are unavailable to third party companies and can only be provided from the police. The additional information a VSC can provide includes;

    • In very exceptional cases, where it meets the exceptional disclosure, non-conviction including, but not limited to, withdrawn and dismissed.
    • Not criminally responsible by reason for mental disorder.
    • All records suspensions as authorized for release by the Minister of Public Safety.

    If your candidate may fall into any of the above cases, and you want to run a Vulnerable Sector Check in Ontario or which ever province you live in, please request a VSC from your nearest police station.


    Vulnerable Sector screening services provide in-depth background information on applicants who will be working or volunteering with vulnerable people, in areas including:

    • Teaching
    • Social work
    • Daycare services
    • Sports Groups

    Each report gives you detailed information about applicants, covering:

    • Criminal convictions from the Canadian Police Information Centre (CPIC) and/or local databases
    • Summary convictions for five years, when identified
    • Findings of Guilt under the Youth Criminal Justice Act within the applicable disclosure period
    • Outstanding entries, such as charges, probation, and warrants
  • Enhanced Criminal Record Check (CPIC + PIP)

    An Enhanced Criminal Record Check (CPIC + PIP) is equivalent to a Vulnerable Sector Check (VSC) in that it can provide all the necessary information needed to evaluate a candidate who are in positions of trust, authority over children and vulnerable persons. An Enhanced Criminal Record Check is includes a standard criminal record check (CPIC) as well as:

    • Outstanding entries, such as charges and warrants, judicial orders, peace bonds, probation and prohibition orders.
    • As per CPIC policy, information obtained from the Investigative Databank must be confirmed and authorized for release by the contributing agency.
    • Absolute and conditional discharges for 1 or 3 years, respectively.
    • Negative police contacts including but not limited to theft, weapons, sex offences, or violent, harmful and threatening behaviour.

    Another advantage of an Enhanced Criminal Record Check is that we can provide the results of your completed check  within 15 minutes to 1 hour upon request. While ordering from a police station can take anywhere from 3 days to 2 months, our simple process is able to provide you the quickest turnaround possible.

The Facts About Vulnerable Sector Checks (VSC)

Accurately referred to as Vulnerable Sector Verifications (VSV), federal policy prescribes that these checks can only be initiated by the Canadian police service where the applicant lives.

Due to changes to the law that took effect March 13th, 2012, record suspensions (formerly pardons) are no longer granted for the types of convictions that are included in the pardoned sex offender database.

Hire Performance offers the following advice for organizations that have a VSV/VSC requirement:

For applicants born after February 28, 1986, a search of the pardoned sex offender database serves no purpose as it will always yield a negative result.


This applicant group should be processed using a comprehensive police information check offered by the applicant’s police service or by using Hire Performances’ Enhanced Criminal Record Check service (CPIC + PIP).

For applicants born before February 28, 1986, when it is determined that: the applicant possesses a clear VSV result that was obtained after March 13, 2012, or the clear VSV result pertains to a position similar to the one for which screening is required.

This applicant group should be directed to their local police service to initiate a Vulnerable Sector Verification (VSV).

For applicants born before February 28, 1986, when it is determined that: the applicant does not possess a clear VSV result that was obtained after March 13, 2012, or the clear VSV result pertains to a position different than the one for which screening is required.
